Martin Slough LOMR

Martin Slough is a distributary of East Fork Carson River. It receives flow during extreme events from East Fork Carson River or the alluvial fan watersheds that exit the Pine Nut Mountains to its east. I’ve been working on a Letter of Map Revision for the majority of the slough for nearly two years.

The system is complicated by post-FIRM development along a portion of its length. In addition, a number of crossings were constructed without assessing the impact on the regulatory floodplain. Furthermore, the original modeling was not very accurate and was based on poor topographic information. It was a challenging problem from a technical perspective.

I learned yesterday that the LOMR was approved by FEMA and that the public-comment period is now running. I suspect there might be a challenge, but doubt it will be successful. I think this one is on the books.

It was a tough problem, perhaps the most complex one-dimensional analysis I ever attempted. But we got through the process and I learned a lot.
